Getting an appointment online is only practical for Spaniards, and residents, because a Spanish ID number is needed for everything, on their government site. Remember to arrive early. The staff will help you to fill the application form, and then give you the forms with the fees. Then, you need to run to to the bank, pay them, and come back. In the summer months, they get busy.
